We provide Municipal Administrative Management, Chief Administrative Officer duties and Subdivision & Development Appeal Board Services to municipalities in Alberta.



Milestone's current staff consists of four employees, however, we also manage employees that are directly employed by some of the Municipalities in our care. Milestone offers our clients over 45 years of Administration experience. Our extensive municipal experience, as well as direct experience working and knowing the intricacies of smaller municipalities, allows us to provide an innovative and engaging process with any municipality.
We are committed to providing educational opportunities to all of Milestone's employees and will continue to add qualified staff to Milestone as the need arises.

Emergency Management

Recently, Milestone's Executive Managing Partner, Emily House, has completed the training requirements and has subsequently been appointed Director of Emergency Management for the Village of Spring Lake and Summer Villages of Betula Beach, Lakeview, Kapasiwin and Seba Beach.

Project Management

Milestone Municipal Services Inc. has a proven record of success in project management, including Public Consultation, Capital, and Multi-Municipality projects.

Having effectively developed and managed Operating and Capital Budgets, as well as acquiring Grants, Milestone has developed long-term sustainability and strategic plans that include an interactive public engagement process. We have also participated in regional inter-municipal collaboration projects.


One project of note was successfully establishing enhanced rural internet service provisions, along with initiating cost and revenue sharing agreements with surrounding municipalities.

Local Government Administration Association of Alberta

Emily House is a member of the Local Government Administration Association of Alberta (LGAA) and is currently in the process of acquiring the Certified Local Government Managers (CLGM) designation.

Standard Operating Procedures

Policies and plans can have a major impact on social and economic factors of a community and help the municipality function in a transparent and efficient manner.

Milestone has reviewed and developed many policies and programs over the years, based on best practices and experience, that have been incorporated successfully into our current municipalities. With this expertise, we have developed a Standard Operating Procedure (SOP) to create these important documents that are easy to understand and integrate functionality, transparency and education.

Notable Accomplishments

  • Decreased per capita municipal spending to lowest amongst municipalities with populations of 5,000 or less in Alberta through development of comprehensive budgets and cost controls. (Municipal Spending Report, June 2020, Canadian Taxpayers Federation.)
  • Secured existing and new grant funding to provide for growth and upgrade of existing
    equipment and infrastructure, including paved roads, public works buildings and recreational facilities.
  • Implemented long term capital and operating plans and public input sustainability plans
    to allow for forecasting of municipal requirements ensuring future viability and municipality.
  • Developed accounting systems, policies, and processes to establish and measure
    operational accountabilities for revenue and expenditures.
  • Created and successfully implemented a Human Resources Manual and Health and Safety Program.
